26/ Over 7 projects developed within Jordan's Public-Private Partnership-Official
Amman, April 29 (Petra) - Director of Public-Private Partnership (PPP) Unit at Ministry of Investment, Hamza Alhajaya, said Jordan's adoption of the Public-Private Partnership Law in 2023 contributed to develop over 7 projects within the partnership plans, covering vital sectors, mainly in transportation, water, education, and infrastructure. Alhajaya noted "successful" partnerships with the private sector could contribute to reduce project implementation period by up to 30% and reduce operating costs by 10 to 20% in some service sectors. Speaking at a session, themed: "Public-Private Partnerships and Their Role in Administrative Modernization," Alhajaya urged on leveraging the private sector's "flexibility and advanced" expertise to accelerate the pace of institutional modernization, given the need to adopt modern technologies and management tools that focus on outcome and enhance performance. During the event held as part of the conference of the Middle East and North Africa Public Administration Research (MENAPAR), he indicated that "flexible" regulatory and legislative frameworks that embrace this type of "constructive" cooperation is a prerequisite for ensuring success and sustainability of these partnerships. Alhajaya stated capacity-building of government administrative workforce "is no longer a luxury, but an absolute necessity to manage complex, long-term partnerships efficiently and professionally." As per current estimates, he said approximately 60% of the reasons behind failure of some partnership projects in the Arab world are due to "poor" administrative and technical capabilities. Alhajaya stated that "successful" partnerships should be a means of transferring knowledge, promoting a culture of modernization within public departments, and supporting digital transformation as part of the administrative reform system. In this regard, he noted digital transformation experience in some services has raised citizen satisfaction levels by more than 85%. //Petra// AG
