  51/ Public sector modernization unit takes part in MENAPAR 9th international conference

Amman, April 29 (Petra) – Osama Talfah, Director of the Public Sector Modernization Program Management and Implementation Unit at the Prime Ministry, took part Tuesday in a panel discussion on the UN Economic and Social Commission for Western Asia (ESCWA) governance report. The event was held during the second day of the 9th International Conference of the Middle East and North Africa Public Administration Research Network (MENAPAR), in collaboration with the Service and Public Administration Commission (SPAC).

Talfah outlined the role of modernization and reform units within governments in transforming UN recommendations into measurable and implementable institutional reforms, describing them as the operational arms responsible for translating global guidance into concrete actions.

He said the Public Sector Modernization Program Management and Implementation Unit is tasked with executing the seven pillars of the modernization plan, emphasizing the enactment of administrative reform legislation to provide a clear and sustainable legal framework. This includes drafting the executive regulations and guidelines required to ensure proper implementation.

Talfah also highlighted the governance of public leadership appointments through transparent, merit-based selection processes that align with the principles of institutional integrity outlined in Jordan’s Public Sector Modernization Roadmap.

He stressed that governance should be a tool for inclusion rather than exclusion, serving as a moral and administrative contract between the citizen and the state. He said performance should ultimately be measured by its impact on people’s lives.
