  4/ Cabinet Approves Amendments to Electronic Transactions Law, New Incentives for Energy Projects

Amman, Aug. 27 (Petra) -- The Cabinet on Wednesday approved the mandating reasons for a draft amendment to the Electronic Transactions Law of 2025, paving the way for its referral to the Legislation and Opinion Bureau for formal processing.

This legislative move is part of a broader national strategy to embrace digital transformation across all sectors. By updating the legal structure, the government aims to make public services more accessible, efficient, and in line with rapid technological advancements.

Notably, the proposed changes will streamline court procedures and enable electronic notary services developments that align with recent amendments to the Notary Public Law. These reforms are expected to accelerate legal proceedings and improve public access to justice.

Crucially, the amendments will also remove legal obstacles to digital service delivery and recognize data extracted from electronic records as legally equivalent to physical documents, thus enhancing the credibility and functionality of digital systems.

In tandem with its digital agenda, the Cabinet also approved a comprehensive package of incentives to attract investment in energy projects, including both conventional and renewable sources. These incentives aim to support projects tied to Jordan’s national electricity grid.

Key benefits include full exemptions from all taxes and fees under the 2022 Investment Environment Law for the entire duration of the implementation agreement. Additionally, companies will receive a 75% income tax reduction for ten years, starting from the launch of the project’s first operational phase.

Imported equipment, spare parts, and all project-related contracts covering financing, installation, maintenance, and supply will be exempt from customs duties, sales tax, and stamp fees. These exemptions extend to all goods and services, local or imported, that are essential to the projects.

The Cabinet emphasized that these measures are designed to reduce investment costs, boost the competitiveness of the Kingdom’s energy sector, and ensure a stable electricity supply for the future.
