17/ Lower House concludes second ordinary session, passes 19 laws, 2nd & final add
In its thirty-fifth session on April 5, 2026, the Lower House of Parliament approved, by majority vote, Article 1 of the 29-article draft law on education, training, and human resources development for 2026, during a session that lasted approximately three hours and fifteen minutes. During its thirty-sixth session on April 6, the House approved Article 2 of the draft law, while in its thirty-seventh session on April 7, it approved Articles 3 through 11. Lawmakers also voted to amend their earlier decision regarding Article 2. In its thirty-eighth session on April 8, the House approved the draft Education and Human Resources Development Law of 2026 in full, endorsing Articles 12 through 29. The law was passed after four consecutive sessions spanning approximately 12 hours. The draft had earlier been referred to the Parliamentary Education Committee on February 1, 2026, and approved by the committee on April 1, following Cabinet approval on January 12, 2026. In its thirty-ninth session on April 13, the House approved, by majority vote, the draft amendment to the Civil Status Law of 2026, comprising four articles. The draft had been referred to the Parliamentary Legal Committee on March 30, 2026, and approved by the committee on April 1, following Cabinet approval of its justifications on March 11. During its fortieth session on April 15, the House approved the Senate’s amendments to the Insurance Contracts Law of 2025, thereby endorsing the law in its final form. The Senate had returned the amended draft on April 6 after introducing modifications. In the same session, the House approved the amended Traffic Law of 2026, as received from the government with further modifications. It also postponed a vote on the draft law ratifying the executive agreement for the evaluation, development, and exploitation of copper and associated minerals in the Abu Khashiba area, to allow members additional time to present their observations. On April 19, during its forty-first and final session of the second ordinary session, the House approved the draft law ratifying the Abu Khashiba agreement following prior deliberations. The draft had been referred to the Parliamentary Energy and Mineral Resources Committee on November 24, 2025, and approved by the committee on April 13, 2026, after Cabinet approval on November 16, 2025.
