25/ MOPIC reviews priorities for phase two of public sector modernisation with donors
Amman, January 18 (Petra) – The Ministry of Planning and International Cooperation (MOPIC) held a meeting with donor representatives to review progress achieved under the first executive programme (2023–2025) and to discuss priorities for the second phase of the Public Sector Modernisation Roadmap. The priorities of the upcoming phase focus on government services and procedures; human resources and leadership; policies, legislation and decision-making; data and emerging technologies; governance and the regulatory environment; spending efficiency; organisational culture; and media and communication. Minister of Planning and International Cooperation Zeina Toukan praised donors for their support of the first phase of public sector modernisation. Touqan said that the second executive programme (2026–2029) marks a transition from the establishment stage to full implementation and reflects the government’s commitment to integrating economic and administrative modernisation. The integration, she added, aims to enhance the efficiency of the public sector and deliver tangible improvements in Jordanians' lives and the quality of services provided. She praised the partners’ contributions to the successful implementation of the first phase of the Public Sector Modernisation Roadmap, which achieved notable progress in human resources development, civil service reform and the digitisation of government services. She said that the government will continue to work closely with partners to mobilise the required financial and technical support to ensure the success of the second phase. Minister of State for Public Sector Development Badria Balbisi delivered a visual presentation outlining the Public Sector Modernisation Roadmap and the objectives and projects included in the second executive programme (2026–2029). Balbisi said that the roadmap is a core pillar of the national reform agenda, noting that effective institutions and qualified, competent human resources are essential for delivering high-quality services. She added that the roadmap complements and supports the Economic Modernisation Vision. Balbisi explained that the second executive programme seeks to transform government operations into a unified and integrated system that is more productive, flexible and future-oriented. She noted that the programme places people at its centre by introducing an integrated and proactive government services system, as well as a smart workflow management system for government procedures. The reforms, she said, would reduce the need for Jordanians to move between institutions to complete services, minimise duplication of requirements and documentation and establish mechanisms to capture citizens’ feedback. The programme would link feedback tools across ministries and institutions, enabling the government to track responses, improve services and policies and strengthen public trust. //Petra// AK
