  28/ Cabinet approves draft laws on e-vehicle transactions, digital identity

Amman, March 11 (Petra) – The Cabinet approved on Wednesday draft amendments to the Traffic Law and Civil Status Law, paving the way for their referral to the House of Representatives.

The proposed Traffic Law amendments would allow vehicle sale and purchase transactions to be completed fully online using electronic signatures and remote authentication by notaries at the licensing department.

Under the law, buyers would deposit the vehicle price into a special account at the licensing department, with funds transferred to the seller once the transaction is finalised.

The amendments allow authorities to sell impounded vehicles after one year rather than two if owners fail to resolve their status, to prevent depreciation and protect creditors' rights.

The Cabinet approved amendments to the Civil Status Law granting legal recognition to digital identity as an official form of identification alongside the national ID card issued by the Civil Status and Passports Department.

Government and private institutions would be required to accept digital identity as part of the Kingdom's digital transformation efforts.

The draft law provides for a free digital mailbox for every citizen, resident and establishment through the Sanad App to receive official notifications and postal correspondence.

In separate decisions, the Cabinet exempted fuel purchases by the National Electric Power Company from taxes and fees to support energy security, allocated JD2.5 million to the Civil Consumer Corporation to strengthen stocks of essential goods and discussed accelerating about JD15 million in export reimbursements for industrial companies.

The Cabinet approved measures to support agricultural investment in the Al Hammad and Al Sarhan basins, regulate election campaign advertising within Greater Amman Municipality (GAM), earmark JD1.7 million to the Department of Palestinian Affairs for services in camps and endorsed draft regulations for the Jordan National Gallery of Fine Arts.
